NEW YORK, April-15 Fluctua tions in the cotton market have been chiefly due to alternations of senti ment regarding the British labor sia uatlon during the past week. On thp whole, lyawever,' local brokers have regarded the market as having shown a pretty steady undertone, owing to the absence of any general pressure of spot offerings and expectations of an Improving export demand, once English labor conditions become more settled. Kales of spot rotton In the south have 6hown a tendency to Increase on advances, with a corresponding In crease of hedge selling here, but there has been nothing to Indicate any ma terial weakness In that quarters, and bullish traders regard the ruling of southern markets during the past month as Indicating that any liquida tion necessary to financing the new crop start had been completed on the break of late February. There has been nothing In the news to indicate any change of intention with refer ence to acreage and the low tempera tures recently reported In the belt are said to have damaged some early planted cotton in southern sections, The hope of increased exports has been encouraged by further confer ences between banking interests and southern shippers with reference to re-opening of European markets and reports of more favorable trade ae velopments in Manchester. Recent advances In bar silver have contributed to the better feeling in British goods trade and while actual business has been restricted by the uncertainties of labor conditions, prl vate cables report good orders pend- lnr. These are expected to result in transactions should the calling off of the general strike today be promptly followed by a settlement of the -coal mine troubles and meanwnne an in rrcMP.-d exnort business has been re noi ted In the domestic goods market. The census report showing domestic mill consumption of 437,33 bales for March as a shade disappointing If anvthlnr. however, and today s aa vices from Fall River said that mill curtailment was increasing. It is re- nnrteri that the war finance) corpora' tlon has approved a loan to finance eTnnrts of 30.000 bales to various countries including Germany" and it is believed that the cotton is to be shipped by a co-operative marketing organization or Mississippi.
